Problems with the THE Reputation Rankings

THE has spent a lot of time and words proclaiming that it is trusted by administrators, students, sponsors, and the like. Perhaps it is, but whether it deserves to be is another matter. A recent article in THE  suggests that THE has made a mess of its reputation rankings and is scrambling to put things right.

Until 2021, THE used Elsevier to conduct its teaching and research reputation survey. The 2020-21 survey received 10,963  responses and was calibrated to ensure proper representation of regions and subjects. 

The survey was brought in-house in 2022, and since then, the number of responses has increased substantially to 29,606 in 2022, 38,796 in 2023, and 55,689 in 2024.

When the number of responses increases so dramatically, one should wonder exactly how this was achieved. Was it by sending out more surveys, improving the response rate, or institutional efforts to encourage participation? 

When the results were announced in February, THE declared that a number of Arab universities had achieved remarkable results in the reputation survey. THE conceded that this stellar performance was largely a regional affair that did not extend to the rest of the world. 

But that was not all. Several Arab universities have been making big strides and improving citation, publication, and patent scores: Cairo University, King Abdullah University of Science and Technology, UAE University, and Qatar University. 

The universities getting high scores in the THE rankings were less well-known in the Arab region and had received much lower scores for reputation in the US News and QS rankings. However, they are likely to do well in the forthcoming THE world and Arab university rankings.

THE has now admitted that some universities were encouraging researchers to vote for their own institutions and that there may have been "agreed relationships" between universities. THE is now talking about rewarding respondent diversity, that is getting support from more than just a few institutions.

It is regrettable that THE did not notice this earlier. If it does encourage such diversity, then quite a few universities will suffer dramatic falls in the rankings this year and next.

Anyway, THE could do a few things to improve the validity of its reputation survey. It could eliminate self-voting altogether, give a higher weighting to votes from other countries, as QS does, add a separate ranking for regional reputation, and combine scores for a number of years.

The problems with the reputation metrics seem to have begun with THE starting its own survey. It would be a good idea to go back to letting Elsevier do the survey. THE is undeniably brilliant at event management and public relations, although perhaps not jaw-droppingly so. However, it is not so good at rankings or data processing.

What happens to those who leave THE?

Times Higher Education (THE) appears to be getting rather worried about leading universities such as Rhodes University, University of Zurich, Utrecht University, and some of the Indian Institutes of Technology boycotting its World University Rankings (WUR) and not submitting data.

Thriving Rankings?

We have seen articles about how the THE rankings are thriving, indeed growing explosively. Now, THE has published a piece about the sad fate that awaits the universities that drop out of the WUR or their Impact Rankings. 

Declining Universities?

An article by two THE data specialists reports that 611 universities that remained in the THE world rankings from 2018 to 2023 retained, on average, a stable rank in the THE reputation ranking. The 16 who dropped out saw a significant decline in their reputation ranks, as did 75 who are described as never being in the WUR.

The last category is a bit perplexing. According to Webometrics, there are over 30,000 higher education institutions in the world and nearly 90,000, according to Alex Usher of HESA. So, I assume that THE is counting only those that got votes or a minimum number of votes in their reputation ranking. 

We are not told who the 75 never-inners or the 16 defectors are, although some, such as six Indian Institutes of Technology, are well known, so it is difficult to check THE's claims. However, it  is likely that an institution that boycotted the THE WUR would also discourage its faculty from participating in the THE academic survey, which would automatically tend to reduce the reputation scores since THE allows self-voting.

Also, we do not know if there have been changes in the weighting for country and subject and how that might modify the raw survey responses. A few years ago, I noticed that Oxford's academic reputation fluctuated with the percentage of survey responses from the humanities. It is possible that adjustments like that might affect the reputation scores of the leavers. 

The opacity of THE's methodology and the intricacies of its data processing system mean that we cannot be sure about THE's claim that departure from the world rankings would have a negative impact. In addition, there is always the possibility that universities on a downward trend might be more likely to pull out because their leaders are concerned about their rankings, so the withdrawal is a result, not the cause of the decline. 

We should also remember that reputation scores are not everything. If a decline in reputation was accompanied by an improvement in other metrics, it could be a worthwhile trade.

What happened to the IITs in the THE WUR?

Fortunately, we can check THE's claims by looking at a group of institutions from the same country and with the same subject orientation. In the 2019-20 world rankings, twelve Indian Institutes of Technology were ranked. Then, six -- Bombay, Madras, Delhi, Kanpur, Kharagpur, Roorkee --  withdrew from the WUR, and six -- Ropar, Indore, Gandhinagar, Guwahati, Hyderabad, Bhubaneswar --  remained, although two of these withdrew later. 

So, let's see what happened to them. First, look at the overall ranks in the WUR itself and then in Leiden Ranking, the Shanghai Rankings (ARWU), and Webometrics.

Looking at WUR, it seems that if there are penalties for leaving THE, the penalties for remaining could be more serious. 

Among the  IITs in the 2020 rankings, Ropar led in the 301-350 band, followed by Indore in the 351-400 band. Neither of them is as reputable in India as senior IITs such as Bombay and Madras and they had those ranks because of remarkable citation scores, although they did much less well for the other pillars. This anomaly was part of the reason for the six leavers to depart.

Fast-forward to the 2024 WUR. IIT Ropar has fallen dramatically to 1001-1200,  Indore, which had fallen from 351-400 to 601-800 in 2023, has opted out, and Gandhinagar has fallen from 501-600 to 801-1000. Bhubaneswar, which was in the 601-800 band in the 2020 WUR,  fell to 1001-1200 in 2022 and 2023 and was absent in 2024. Guwahati and Hyderabad remained in the 601-800 band.

Frankly, it looks like staying in the THE WUR is not always a good idea. Maybe their THE reputation improved but four of the original remaining IITs suffered serious declines.

IITs in Other Rankings

Now, let's examine the IITs' performance in other rankings. First, the total publications metric in Leiden Ranking. Between 2019 and 2023, four of the six early leavers rose, and two fell. The late leavers, Hyderabad and Indore, were absent in 2019 and were ranked in the 900s in 2023. Remainer Guwahati rose from 536th in 2019 to 439th in 2023.

For Webometrics, between 2019 and 2024, all 12 IITs went up except for Bombay.

Finally, let's check the overall scores in the QS WUR. Between 2021 and 2024, four of the six leavers went up, and two went down. Of the others, Guwahati went up, and Hyderabad went down.

So, looking at overall ranking scores, it seems unlikely that boycotting THE causes any great harm, if any. On the other hand, if THE is tweaking its methodology or something happens to a productive researcher, staying could lead to an embarrassing decline.

IITs' Academic Reputation Scores

Next, here are some academic reputation surveys. The  US News Best Global Universities is not as helpful as it could be since it does not provide data from previous editions, and the Wayback Machine doesn't seem to work very well. However, the Global Research Reputation metric in the most recent edition is instructive. 

The six escapees had an average rank of 272, ranging from 163 for Bombay to 477 for Roorkee.

The remainers' ranks ranged from 702 for Guwahati to 1710 for Bhubaneswar. Ropar was not ranked at all. So, leaving THE does not appear to have done the IITs any harm in this metric

Turning to the QS WUR academic reputation metric, the rank in the academic survey for the leavers ranges from 141 for Bombay to 500 for Roorkee. They have all improved since 2022. The best performing remainer is Guwahati in 523rd place.  Ropar and Gandhinagar are not ranked at all. Bhubaneswar, Indore and Hyderabad are all at 601+.  

Now for Round University Ranking's reputation ranking. Four of the six original leavers were there in 2019. Three fell by 2023 and Delhi rose. Two, Bombay and Roorkee, were absent in 2019 and present in 2023.

This might be considered evidence that leaving THE leads to a loss of reputation. But five of the original remainers are not ranked in these rankings, and Guwahati is there in 2023 with a rank of 417, well below that of the six leavers. 

There is then scant evidence that leaving WUR damaged the academic reputations of those IITs that joined the initial boycott, and their overall rankings scores have generally improved.

On the other hand, for IITs Ropar and Bhubaneswar remaining proved disastrous.  

IITs and Employer Reputation

In the latest GEURS employer rankings, published by Emerging, the French consulting firm, there are four exiting IITs in the top 250, Delhi, Bombay, Kharagpur, and Madras, and no remainers.

In the QS WUR Employer Reputation indicator, the boycotters all perform well. Bombay is 69th and Delhi is 80th. Of the six original remainers two, Ropar and Gandhinagar, were not ranked by QS in their 2024 WUR. Three were ranked 601 or below, and Guwahati was 381st, ahead of Roorkee in 421st place.

Conclusion

Looking at the IITs, there seems to be little downside to boycotting THE WUR, and there could be some risk in staying, especially for institutions that have over-invested in specific metrics. It is possible that the IITs are atypical, but so far there seems little reason to fear leaving the THE WUR. A study of the consequences of boycotting the THE Impact Rankings is being prepared

THE's WUR 3.0 is on the way

Times Higher Education (THE) is talking about a 3.0 version of its World University Rankings to be announced at this year's academic summit in Toronto and implemented in 2021, a timetable that may not survive the current virus crisis. I will discuss what is wrong with the rankings, what THE could do, and what it might do.

The magazine has achieved an enviable position in the university rankings industry. Global rankings produced by reliable university researchers with sensible methodologies, such as the CWTS Leiden Ranking, University Ranking by Academic Performance (Middle East Technical University) and the National Taiwan University Rankings are largely ignored by the media, celebrities and university administrators. In contrast, THE is almost always one of the Big Four rankings (the others are QS, US News, and Shanghai Ranking), the Big Three or the Big Two and sometimes the only global ranking that is discussed. 

The exalted status of THE is remarkable considering that it has many defects. It seems that the prestigious name -- there are still people who think that is the Times newspaper or part of it -- and  skillful public relations campaigns replete with events, workshops. gala dinners and networking lunches have eroded the common sense and critical capacity of the education media and the administrators of the Ivy League, the Russell Group and their imitators.

There are few things more indicative of the inadequacy of the current leadership of Western higher education than their toleration of a ranking that puts Aswan University top of the world for  research impact by virtue of its participation in the Gates funded Global Burden of Disease Study and Anadolu University top for innovation because it reported its income from private online courses as research income from industry. Would they really accept that sort of thing from a master's thesis candidate? It is true that the "Sokal squared" hoax has shown that that the capacity for critical thought has been seriously attenuated in the humanities and social sciences but one would expect better from philosophers, physicists and engineers.    

The THE world and regional rankings are distinctively flawed in several ways. First, a substantial amount of their data comes directly from institutions. Even if universities are 100% honest and transparent the probability that data will flow smoothly and accurately from branch campuses, research centres and far flung campuses through the committees tasked with data submission and on to the THE team is not very high.

THE has implemented an audit by PricewaterhouseCooper (PwC) but that seems to be about "testing the key controls to capture and handle data, and a full reperformance of the calculation of the rankings" and does not extend to checking the validity of the data before it enters the mysterious machinery of the rankings. PwC state that this is a "limited assurance engagement."

Second, THE is unique among the well-known rankings in bundling eleven of its 13 indicators in three groups with composite scores. That drastically reduces the utility of the rankings since it is impossible to figure out whether, for example, an improvement for research results from an increase in the number of published papers, an increase in research income, a decline in the number of research and academic staff, a better score for research reputation, or some combination of these. Individual universities can gain access to more detailed information but that is not necessarily helpful to students or other stakeholders.

Third, the THE rankings give a substantial weighting to various input metrics. One of these is income which is measured by three separate indicators, total institutional income, research income, and research income from industry. Of the  other world rankings only the Russian Round University Rankings do this. 

There is of course some relationship between funding and productivity but it is far from absolute and universal. The Universitas 21 system rankings, for example, show that countries like Malaysia and Saudi Arabia have substantial resources but so far have achieved only a  modest scientific output while Ireland has done very well in maintaining output despite a limited and declining resource base.    

The established universities of the world seem to be quite happy with these income indicators which, whatever happens, are greatly to their advantage. If their overall score goes down this can be plausibly attributed to a decline in funding that can be used to demand money from national resources. At a time when austerity has threatened the well being of many vulnerable groups, with more suffering to come in the next few months, it is arguable that universities are not those most deserving of state funding. 

Fourth, another problem arises from THE counting doctoral students in two indicators. It is difficult to see how the number of doctoral students or degrees can in itself add to the quality of undergraduate or master's teaching and this could act to the detriment of liberal arts colleges like Williams or Harvey Mudd which have an impressive record of produced employable graduates.

These indicators may also have the perverse consequence of  forcing people who would benefit from a master's or post graduate diploma course into doctoral programs with high rates of non-completion. 

Fifthly, the two stand alone indicators are very problematic. The industry income indicator purports to represent universities' contributions to innovation. An article by Alex Usher found that the indicator appeared to be based on very dubious data. See here for a reply by Phil Baty that is almost entirely tangential to the criticism. Even if the data were accurate it is a big stretch to claim that this is a valid measure of a university's contribution to innovation.

The citations indicator which is supposed to measure research impact, influence or quality is a disaster. Or it should be: the defects of this metric seem to have passed unnoticed everywhere it matters.

The original sin of the citations indicator goes back to the early days of the THE rankings after that unpleasant divorce from QS. THE used data from the ISI database, as it was then known, and in return agreed to give prominence to an indicator that was almost the same as the InCites platform that was a big-selling product.

The indicator is assigned a weighting of 30% which is much higher than that given to publications and higher than given to citations by QS, Shanghai US News or RUR. In fact this understates the weighting. THE has a regional modification or country bonus that divides the impact score of a university by the square root of the impact score of the country where it is located. The effect of this is that the scores of  universities in the top country will remain unchanged but everybody else will get an increase, a big one for low scoring countries, a smaller one for those scoring higher. Previously the bonus applied to the whole of the indicator but now it is 50%. Basically this means that universities are rewarded for being in a low scoring country.

The reason originally given for this was that some countries lack the networking and funds to nurture citation rich research. Apparently, such a problem has no relevance to international indicators. This was in fact probably an ad hoc way of getting round the massive gap between the world's elite and other universities with regard to citations, much bigger than most other metrics. 

The effect of this was to give a big advantage to mediocre universities surrounded by low achieving peers. Combined with other defects it has produced big distortions in the indicator.

This indicator is overnormalised. Citation scores are based not on a simple count of citations but rather on a comparison with the world average of citations according to year of publication, type of publication, and academic field, over three hundred of them. A few years ago someone told THE that absolute counting of citations was  a mortal sin and that seems to have become holy scripture. There is clearly a need to take account of disciplinary variations, such as the relative scarcity of citations in literary studies and philosophy and their proliferation in medical research and physics  but the finer the analysis gets the more chance there is that outliers  will exert a disproportionate effect on the impact score.

Perhaps the biggest problem with the THE rankings is the failure to use fractional counting of citations. There is an increasing problem with papers with scores, hundreds, occasionally thousands of "authors", in particle physics, medicine and genetics. Such papers often attract thousands of citations partly because of their scientific importance, partly because many of their authors will find opportunities to cite themselves.

The result is that until 2014-15  a university with  a modest contribution to a project like the Large Hadron Collider Project could get a massive score for citations especially if its overall output of papers was not high and especially if it was located in a country were citations were generally low.

The 2014-15 THE world rankings included among the world's leaders for citations Tokyo Metropolitan University, Federico Santa Maria Technical University, Florida Institute of Technology and Bogazici University.

Then THE introduced some reforms. Papers with over a thousand authors were excluded from the citation count, the country bonus was halved, and the source of bibliometric data was switched from  ISI to Scopus. This was disastrous for those universities that had over-invested in physics especially in Turkey, South Korea and France. 

The next year THE started counting the mega-papers again but introduced a modified form of fractional counting. Papers with a thousand plus papers were counted according to their contribution to the paper with a minimum of five per cent.

The effect of these changes was to replace physics privilege with medicine privilege. Fractional counting did not apply to papers with hundreds of authors but less than a thousand and so a new batch of improbable universities started getting near perfect scores for citations and began to break into the top five hundred or thousand in the world. Last year these included Aswan University, the Indian University of Technology Ropar, the University of Peradeniya, Anglia Ruskin University, the University of Reykjavik, and the University of Environmental and Occupational Health Japan.

They did so because of participation in the Global  Burden of Disease Study combined with  a modest overall output of papers and/or the good fortunate to be located in a country with a low impact score.

There is something else about the indicator that should be noted. THE includes self-citations and on a couple of occasions has said that this does not make any significant difference. Perhaps not in the aggregate, but there have been occasions when self-citers have in fact made a large difference to the scores of specific universities. In 2009 Alexandria University broke into the top 200 world universities by virtue of a self-citer and a few friends. In 2017 Veltech University was the third best university in India and the best in Asia for citations all because of exactly one self-citing author, In 2018 the university had for some reason completely disappeared from the Asian rankings.

So here are some fairly obvious things that THE ought to do:
  • change the structure of the rankings to give more prominence to publications and less to citations
  • remove the income indicators or reduce their weighting
  • replace the income from industry indicator with a count of patents preferably those accepted rather than filed
  • in general, where possible replace self-submitted with third party data
  • if postgraduate students are to be counted then count master's as well as doctoral students
  • get rid of the country bonus which exaggerates the scores of mediocre or sub-mediocre institutions because they are in the poorly performing countries
  • adopt a moderate form of normalisation with a dozen or a score of fields rather than the present 300+ 
  • use full-scale fractional counting 
  • do not count self citations, even better do not count intra-institutional citations
  • do not count secondary affiliations, although that is something that is more the responsibility of publishers
  • introduce two or more measures of citations.

 But what will THE actually do?

Duncan Ross, THE data director, has published a few articles setting out some talking points (here, here, here,  here).
    He suggests that in the citation indicator THE should take the 75th percentile as the benchmark rather than the mean when calculating  field impact scores. If I understand it correctly this would reduce the extreme salience of outliers in this metric.

It seems that a number of new citations measures are being considered with the proportion of most cited publications apparently  getting the most favourable consideration. Unfortunately it seems that they are not going any further with fractional counting, supposedly because it will discourage collaboration. 

Ross  mentions changing the weighting of the indicators but does not seem enthusiastic about this. He also discusses the importance of measuring cross-disciplinary research.

THE is also considering the doctoral student  measures with the proportion of doctoral students who eventually graduate. They are  thinking about replacing institutional income with "a more precise measure," perhaps spending on teaching and teaching related activities. That would probably not be a good idea. I can think of all sorts of ways in which institutions could massage the data so that in the end it would be as questionable as the current industry income indicator.

It seems likely that patents will replace income from industry as the proxy for innovation.

So it appears that there will be some progress in reforming the THE world rankings. Whether it will be enough remains to be seen.

Going Up and Up Down Under: the Case of the University of Canberra

It is a fact almost universally ignored that when a university suddenly rises or falls many places in the global rankings the cause is not transformative leadership, inclusive excellence, team work, or strategic planning but nearly always a defect or a change in the rankers' methodology.

Let's take a look at the fortunes of the University of Canberra (UC) which THE world rankings now have in the world's top 200 universities and Australia's top ten. This is a remarkable achievement since the university did not appear in these rankings until 2015-16 when it was placed in the 500-600 band with very modest scores of 18.4 for teaching, 19.3 for research, 29.8 for citations, which is supposed to measure research impact, 36.2 for industry income, and 54.6 for international outlook.

Just four years later the indicator scores are 25.2 for teaching, 31.1 for research, 99.2 for citations, 38.6 for industry income, and 86.9 for international orientation. 

The increase in the overall score over four years, calculated with different weightings for the indicators, was composed of 20.8 points for citations and 6.3 for the other four indicators combined. Without those 20.8 points Canberra would be in the 601-800 band.

I will look at where that massive citation score came from in a moment. 

It seems that the Australian media is reporting on this superficially impressive performance with little or no scepticism and without noting how different it is from the other global rankings. 

The university has issued a statement quoting vice-chancellor Professor Deep Saini as saying that the "result confirms the steady strengthening of the quality at the University of Canberra, thanks to the outstanding work of our research, teaching and professional staff" and that the "increase in citation impact is indicative of the quality of research undertaken at the university, coupled with a rapid growth in influence and reach, and has positioned the university as amongst the best in the world."

The Canberra Times reports that the vice-chancellor has said  that part of the improvement was the result of a talent acquisition campaign while noting that many faculty were complaining about pressure and excessive workloads.

Leigh Sullivan, DVC for research and innovation, has a piece in the Campus Morning Mail that hints at reservations about UC's apparent success, which is " a direct result of its Research Foundation Plan (2013-2017) and "a strong emphasis on providing strategic support for research excellence in a few select research areas where UC has strong capability." He notes that when the citation scores of research stars are excluded there has still been a significant increase in citations and warns that what goes up can go down and that performance can be affected by changes in the ranking methodology.

The website riotact quotes the vice-chancellor on the improvement in research quality as evidence by the citation score and as calling for more funding for universities: the "government has to really think and look hard at how well we support our universities. That's not to say it badly supports us, it's that the university sector deserves to be on the radar of our government as a major national asset."

The impressive ascent of UC is unique to THE. No serious ranking puts it in the top 200 or anywhere near. In the current Shanghai Rankings it is in the 601-700 band and has been falling for the last two years. In Webometrics it is 730th in the world and 947th for Excellence, that is publications in the 10% most cited in 25 disciplines.  In  University Ranking by Academic Performance it is 899th and in the CWUR Rankings it doesn't even make the top 1,000.

Round University Ranking and Leiden Ranking do not rank UC at all.

Apart from THE UC does best in the QS rankings where it is 484th in the world and 26th in Australia.

So how could UC perform so brilliantly in THE rankings when nobody else has recognised that brilliance? What does THE know that nobody else does? Actually, it does not perform brilliantly in the THE rankings, just in the citations indicator which is supposed to measure research influence or research impact.

This year UC has a score of 99.2 which puts it in the top twenty for citations just behind Nova Southeastern University in Florida and Cankaya University in Turkey and ahead of Harvard, Princeton and Oxford. The top university this year is Aswan University in Egypt replacing Babol Noshirvani University of Technology in Iran. 

No, THE is not copying the interesting methodology of the Fortunate 500. This is the result of an absurd methodology that THE is unable or unwilling for some reason to change.

THE has a self-inflicted  problem with  a small number of papers that have hundreds or thousands of "authors" and collect thousands of citations. Some of these are from the CERN project and THE has dealt with them  by using a modified form of fractional counting for papers with more than a thousand authors. That has removed the privilege of institutions that contribut to CERN projects but has replaced it with the privilege of those that contribute to the Global Burden of Disease Study (GBDS) whose papers tend to have hundreds but not thousands of contributors and sometimes receive over a thousand citations. As a result, places like Tokyo Metropolitan University, National Research University MEPhI and Royal Holloway London have been replaced as citation super stars by St Georges' London, Brighton and Sussex Medical School, and Oregon Health and Science University.

It would be a simple matter to apply fractional counting to all papers, dividing the number of citations by the number of authors. After all Leiden Ranking and Nature Index manage to do it but THE for some reason has chosen not to follow.

The problem is compounded by counting self-citations, by hyper-normalisation so that the chances of hitting the jackpot with an unusually highly cited paper are increased, and by the country bonus that boosts the scores for universities by virtue of their location in low scoring countries. 

And so to UC's apparent success this year. This is entirely the result of it's citation score which is entirely dependent on THE's methodology. 

Between 2014 and 2018 UC had 3,825 articles in the Scopus database of which 27 were linked to the GBDS which is funded by the Bill and Melinda Gates Foundation. Those 27 articles, each with hundreds of contributors, have received 18,431 citations all of which are credited to UC and its contributor. The total number of citations is 53,929 so those 27 articles accounted for over a third of UC's citations. Their impact might be even greater if they were cited disproportionately soon after publication.

UC has of course improved its citation performance even without those articles but it is clear that they have made an outsize contribution. UC is not alone here. Many universities in the top 100 for citations in the THE world rankings owe their status to the GBDS: Anglia Ruskin, Reykjavik, Aswan, Indian Institute of Technology Ropar, the University of Peradeniya, Desarrollo, Pontifical Javeriana and so on.

There is absolutely nothing wrong with the GBDS nor with UC encouraging researchers to take part. The problem lies with THE and its reluctance to repair an indicator that produces serious distortions and is an embarrassment to those universities who apparently look to the THE rankings to validate their status.

The most interesting, or at least the most amusing, event will probably be the revelation of the citations indicator which supposedly measures research impact. Over the last few years this metric has discovered a series of unexpected world-class research universities: Alexandria University, Tokyo Metropolitan University, Anglia Ruskin University, the University of Reykjavik, St. George's London, Babol Noshirvani University of Technology, Brighton and Sussex Medical School. THE once called this their flagship indicator but oddly enough they don't seem to have got round to releasing it as a standalone ranking.

But looking at the big picture, THE doesn't appear to have suffered much, if at all, from the absurdity of the indicator. The great and the good of the academic world continue to swarm to THE summits where they bask in the glow of the charts and tables that confirm their superiority.

THE have hinted that this summit will see big reforms to the rankings especially the citations indicator. That would certainly improve their credibility although they may be less interesting.

I have discussed THE's citation problems here, here, here, and here. So, for one last time, I hope, here the main flaws and we will see whether THE will fix them.

1. A 30% weighting for any single indicator is far too high. It would be much better to reduce it to 10 or 20%.

2. Using only one method to measure citations is not a good idea. Take at look at the Leiden Ranking and play around with the settings and parameters. You will see that you can get very different results with just a bit of tweaking. It is necessary to use a variety of metrics to get a broad picture of research quality, impact and influence.

3. THE have a regional modification or country bonus that divides the research impact score of universities by the square root of the scores of the country where they are located. The effect of this is to increase the score of every university except those in the top ranking country with the increase being greater for those with worse research records. This applies to half of the indicator and is supposed to compensate for some researchers lacking access to international networks. For some reason this was never a problem for the publications, income or international indicators. Removing the bonus would do a let to make the metric more credible.


4. The indicator is over-normalized. Impact scores are bench marked to the world average for over three hundred fields plus year of publication. The more fields the greater the chance that a university can benefit from an anomalous paper that receives an unusually high number of citations. It would help if THE reduced the number of fields although that seems unlikely.

5. Unless a paper has over a thousand authors THE treat every single contributor as receiving every single citation. Above that number they use fractional counting. The result is that the THE rankings privilege medical institutions such as St George's and the Brighton and Sussex Medical School that take part in multi-author projects such as the Global Burden of Disease study. All round fractional counting would seem the obvious answer although it might add a bit to costs.

6. Self-citation has become an issue recently. THE have said several times that it doesn't make very much difference. That may  be true but there have been occasions when a single serial self citer can make a university like Alexandria or Veltech soar into the research stratosphere and that could happen again.

7.  A lot of researchers are adding additional affiliations to their names when they publish. Those secondary, tertiary, sometimes more affiliations are counted by rankers as though they were primary affiliations. It would make sense to count only primary affiliations as ARWU does with highly cite researchers.

Global University Rankings and Southeast Asia

Background
Global rankings began in a small way in 2003 with the publication of the first edition of the Shanghai Rankings. These were quite simple, comprising six indicators that measured scientific research. Their purpose was to show how far Chinese universities had to go to reach world class status. Public interest was limited although some European universities were shocked to find how far they were behind English-speaking institutions.
Then came the Times Higher Education Supplement (THES) – Quacquarelli Symonds (QS) World University Rankings. Their methodology was very different from that of Shanghai, relying heavily of a survey of academic opinion. In most parts of the world interest was limited and the rankings received little respect but Malaysia was different. The country’s flagship university, Universiti Malaya (UM), reached the top one hundred, an achievement that was cause for great if brief celebration. That achievement was the result of an error on the part of the rankers, QS, and in 2005 UM crashed out of the top 100.

Current Ranking Scene
International rankings have made substantial progress over the last decade and a half. In 2003 there was one, Shanghai. Now according to the IREG Inventory there are 45 international rankings of which 17 are global, plus subject, regional, system, business school and sub- rankings.
They cover a broad range of data that could be of interest to students, researchers, policy makers and other stakeholders. They include metrics like number of faculty and students, income, patents, web activity, publications, books, conferences, reputation surveys, patents, and contributions to environmental sustainability.

Rankings and Southeast Asia
For Malaysia the publication of the THES-QS rankings in 2004 was the beginning of years of interest, perhaps obsession, with the rankings. The country has devoted resources and support to gain favourable places in the QS rankings.
Singapore has emphasised both the QS and THE rankings since that unpleasant divorce in 2009. It has hosted the THE academic summit and has performed well in nearly all rankings especially in the THE and QS world rankings.
A few universities in Thailand, Indonesia and the Philippines have been included at the lower levels of rankings such as those published by the University of Leiden, National Taiwan University, Scimago, THE and QS.
Other countries have shown less interest. Myanmar and Cambodia are included only in the Webometrics and uniRank rankings, which include thousands of places with the slightest pretension of being a university or college.

Inclusion and Performance
There is considerable variation in the inclusiveness of the rankings. There are five Southeast Asian universities in the Shanghai Rankings and 3,192 in Webometrics.
Among Southeast Asian universities Singapore is clearly the best performer, followed by Malaysia, while Myanmar is the worse.

Targets
The declaration of targets with regard to rankings is a common strategy across the world.  Malaysia has a specific policy of getting universities into the QS rankings, 4 in the top 200, 2 in the top 100 and one in the top 25.
In Thailand the 20-year national strategy aims at getting at least five Thai universities into the top 100 of the world rankings.
Indonesia wants to get five specified universities into the QS top 500 by 2019 and a further six by 2024.

The Dangers of Rankings
The cruel reality is that we cannot escape rankings. If all the current rankings were banned and thrown into an Orwellian memory hole then we would simply revert to informal and subjective rankings that prevailed before.
If we must have formal rankings then they should be as valid and accurate as possible and they should take account of the varying missions of universities and their size and clientele and they should be as comprehensive as possible.
To ignore the data that rankings can provide is to seriously limit public awareness. At the moment Southeast Asian universities and governments seem interested mainly or only in the QS rankings or perhaps the THE rankings.
To focus on any single ranking could be self-defeating. Take a look at Malaysia’s position in the QS rankings. It is obvious that UM, Malaysia’s leading university in most rankings, does very much better in the QS rankings than in every single ranking, except the GreenMetric rankings.
Why is this? The QS rankings allot a 40 % weighting to a survey of academic opinion supposedly about research, more than any other ranking. They allow universities to influence the composition of survey respondents, by submitting names or by alerting researchers to the sign-up facility where they can take part in the survey.
To their credit, QS have published the number of survey respondents by country. The largest number is from the USA with almost as many from the UK. The third largest number of respondents is from Malaysia, more than China and India combined. Malaysian universities do much better in the academic survey than they do for citations.
It is problematical to present UM as a top 100 university. It has a good reputation among local and regional researchers but is not doing so well in the other metrics especially research of the highest quality.
There is also a serious risk that the performance in the QS ranking is precarious. Already countries like Russia, Colombia, Iraq, and Kazakhstan are increasing their representation in the QS survey. More will join them. The top Chinese universities are targeting the Shanghai rankings but one day the second tier may try out for the QS rankings.
Also, any university that relies too much on the QS rankings could easily be a victim of methodological changes. QS has, with good reason, revamped its methodology several times and this can easily affect the scores of universities through no fault or credit of their own. This may have happened again during the collection of data for this year’s rankings. QS recently announced that universities can either submit names of potential respondents or alert researchers to the sign-up facility but not, as in previous years, both. Universities that have not responded to this change may well suffer a reduced score in the survey indicators.
If not QS, should another ranking be used for benchmarking and targets? Some observers claim that Asian universities should opt for the THE rankings which are alleged to be more rigorous and sophisticated and certainly more prestigious.
That would be a mistake. The value of the THE rankings, but not their price, is drastically reduced by their lack of transparency so that it is impossible, for example, to tell whether a change in the score for research results from an increase in publications, a decline in the number of staff, an improved reputation or an increase in research income.
Then there is the THE citations indicator. This can only be described as bizarre and ridiculous.
Here are some of the universities that appeared in the top 50 of last year’s citation indicator which supposedly measures research influence or quality: Babol Noshirvani University of Technology, Brighton and Sussex medical School, Reykjavik University, Anglia Ruskin University Jordan University of Science and Technology, Vita-Salute San Raffaele University.

Proposals
1.      It is not a good idea to use any single ranking but if one is to be then it should be one that is methodologically stable and technically competent and does not emphasise a single indicator. For research, probably the best bet would be the Leiden Ranking. If a ranking is needed that includes metrics that might be related to teaching and learning then Round University Rankings would be helpful.
2.  Another approach would be to encourage universities to target more than one university.
3.     A regional database should be created that would provide information about ranks and scores in all relevant rankings and data about faculty, students, income, publications, citations and so on.
4.     Regional universities should work to develop measures of the effectiveness of teaching and learning.

Rankings Uproar in Singapore

Singapore has been doing very well in the global university rankings lately. In the recent QS world rankings the National University of Singapore (NUS) and Nanyang Technological University (NTU) are 11th and 12th respectively and 23rd and 51st in the Times Higher Education  (THE) rankings.

Their performance in other rankings is good but not so remarkable. In the Shanghai rankings NUS is 85th and NTU 96th. In the Round University Rankings, which combine teaching and research indicators, they are 50th and 73rd. In the CWUR rankings, which attempt to measure student and faculty, they are 103rd and 173rd. In the CWTS Leiden Ranking publications count they are 34th and 66th.

The universities have performed well across a broad range of indicators and in nearly all of the international rankings. They do, however, perform much better  in the QS and THE rankings than in others. 

There are now at least 45 international rankings of various kinds, including global, regional, subject, system and business school rankings. See the IREG Inventory of International Rankings which already needs updating.  Singapore usually ignores these except for the QS and the THE world and regional rankings. The NUS website proudly displays the ranks in the QS and THE rankings and mentions Reuters Top 75 Asian Innovative Universities but there is nothing about the others.

Singapore's success is the the result of a genuine drive for excellence in research powered by a lot of money and rigorous selection but there also seems to be a careful and perhaps excessive cultivation of links with the UK rankers.

A few years ago, for example, World Scientific Publishing, which used to provide a database for the THES-QS academic survey, published a book co-authored by a NTU academic on how to succeed in the IELTS exam. It was entitled Top the IELTS: Opening the Gates to Top QS-ranked Universities.

There have been complaints that Singapore has become obsessed with rankings, that local researchers and teachers are marginalised, and that the humanities and social sciences are neglected.

An article in the Singapore magazine Today reported that there had been a high and damaging turnover of faculty  in the humanities and social sciences. They were oppressed by demands for publications and citations, key performance indicators which were often changed without warning, an emphasis on the hard sciences and a damaging pursuit of glory in the rankings. Several faculty have departed and this has supposedly had an adverse effect on departments in the humanities and social sciences.

I sympathise with scholars outsider the harder sciences who have to deal with bureaucrats unfamiliar with the publication and citation practices of various disciples. I recall once attending an interview  with an Asian university for a job teaching English where a panel of engineers and administrators wanted to know why my publications were so few. First on the list was a book of 214 pages which would be the equivalent of 20 papers in the natural sciences. It was not co-authored which would make it the equivalent in bulk of about eighty natural science papers with four authors apiece. Next was an article that was one of the most frequently cited paper in the field of genre analysis. But this was ignored. Numbers were the only thing that mattered.

But it seems that the two leading Singapore universities have not in fact neglected the disciplines outside the STEM subjects. In the QS arts and humanities ranking NUS is18th in the world and NTU 61st. In THE's they are 32nd and in the 101-125 band. 

It is also not entirely correct to suggest that the rankings generally discriminate against the social sciences and humanities. Both QS and THE now use normalisation to make sure that citation and publication counts and other metrics give due weight to those disciplines. It is certainly true that the Shanghai rankings do not count scholarship in the humanities  but they do not seem to get much publicity in Singapore.

The big problem with Singapore's  approach to rankings is that it is too concerned with the QS rankings with their emphasis on reputation surveys and international orientation and the THE rankings which also have reputation and international indicators and three different measures of income. This has resulted in ranking successes that even Singaporeans found difficult to believe. Does NTU really have an academic reputation greater than that of Johns Hopkins, Duke, and King's College London? Meanwhile other rankings that are more stable and reliable are simply ignored.

The Today article has been withdrawn apparently for legal reasons. There may be genuine concerns about defamation but it seems that that someone is a bit heavy handed. This may be self defeating since the dissident academics are unlikely to get very much public sympathy. One complained that his door had been defaced while he was on sabbatical. Another took to his bed for days at a time because of the frustration of dealing with the bureaucracy.

There has been more debate since. Linda Lim and Pang Eng Fong, emeriti of Michigan State University and Singapore Management University, argue in the South China Morning Post that the emphasis on rankings is damaging to Singapore because it discourages academics from doing research that is relevant to social policy. They argue that citations are a key metric in the rankings and that the top journals favor research that is of theoretical significance in STEM subjects rather than local research in the humanities and social sciences. 

This seems exaggerated. Citations count for 30% of the THE rankings, which is probably too much and 30% of QS's. Both of then, and other rankings, now have processes that reduce the
he bias to the natural sciences in citations, publications and reputation surveys. In fact QS have claimed that the weighting given to its academic reputation indicator was precisely to give a level playing field to the humanities and social sciences.

They refer to Teo You Yenn a researcher at NTU who has written a book for a commercial publisher that has received a lot of attention but is unlikely to advance her career.

Dr Teo, however, is an Associate Professor and has a very respectable publishing record of articles in leading journals on family, migration, inequality, gender, and poverty in Singapore. Some are highly cited, although not as much as papers in medical research or particle physics. It seems that a focus on elite journals and rankings has done nothing to stop research on social policy issues.

The state and the universities are unlikely to be swayed from their current policy. It would, however, be advisable for them to think about their focus on the QS and THE rankings. Reputation, financial and international indicators are the backbone of Singapore's ranking success. But they can be easily emulated by other countries with supportive governments and the help of benchmarking and reputation management schemes.

Is THE going to reform its methodology?


An article by Duncan Ross in Times Higher Education (THE) suggests that the World University Rankings are due for repair and maintenance. He notes that these rankings were originally aimed at a select group of research orientated world class universities but THE is now looking at a much larger group that is likely to be less internationally orientated, less research based and more concerned with teaching.

He says that it is unlikely that there will be major changes in the methodology for the 2019-20 rankings next year but after that there may be significant adjustment.

There is a chance that  the industry income indicator, income from industry and commerce divided by the number of faculty, will be changed. This is an indirect attempt to capture innovation and is unreliable since it is based entirely on data submitted by institutions. Alex Usher of Higher Education Strategy Associates has pointed out some problems with this indicator.

Ross seems most concerned, however, with the citations indicator which at present is normalised by field, of which there are over 300, type of publication and year of publication. Universities are rated not according to the number of citations they receive but by comparison with the world average of citations to documents of a specific type in a specific field in a specific year. There are potentially over 8,000 boxes into which any single citation could be dropped for comparison.

Apart from anything else, this has resulted in a serious reduction in transparency. Checking on the scores for Highly Cited Researchers or Nobel and fields laureates in the Shanghai rankings can be done in few minutes. Try comparing thousands of world averages with the citation scores of a university.

This methodology has produced a series of bizarre results, noted several times in this blog. I hope I will be forgiven for yet again listing some of the research impact superstars that THE has identified over the last few years: Alexandria University, Moscow Nuclear Research University MEPhI, Anglia Ruskin University, Brighton and Sussex Medical School, St George's University of London, Tokyo Metropolitan University, Federico Santa Maria Technical University, Florida Institute of Technology, Babol Noshirvani University of Technology, Oregon Health and Science University, Jordan University of Science and Technology, Vita-Salute San Raffaele University.

The problems of this indicator go further than just a collection of quirky anomalies. It now accords a big privilege to medical research as it once did to fundamental physics research. It offers a quick route to ranking glory by recruiting highly cited researchers in strategic fields and introduces a significant element of instability into the rankings.

So here are some suggestions for THE should it actually get round to revamping the citations indicator.

1. The number of universities around the world that do a modest amount of  research of any kind is relatively small, maybe five or six thousand. The number that can reasonably claim to have a significant global impact is much smaller, perhaps two or three hundred. Normalised citations are perhaps a reasonable way of distinguishing among the latter, but pointless or counterproductive when assessing the former. The current THE methodology might be able to tell whether  a definitive literary biography by a Yale scholar has the same impact in its field as cutting edge research in particle physics at MIT but it is of little use in assessing the relative research output of mid-level universities in South Asia or Latin America.

THE should therefore consider reducing the weighting of citations to the same as research output or lower.

2.  A major cause of problems with the citations indicator is the failure to introduce complete fractional counting, that is distributing credit for citations proportionately among authors or institutions. At the moment THE counts every author of a paper with less than a thousand authors as though each of them were the sole author of the paper. As a result, medical schools that produce papers with hundreds of authors now have a privileged position in the THE rankings, something that the use of normalisation was supposed to prevent.

THE has introduced a moderate form of fractional counting for papers with over a thousand authors but evidently this is not enough.

It seems that some, rankers do not like fractional counting because it might discourage collaboration. I would not dispute that collaboration might be a good thing, although it is often favoured by institutions that cannot do very well by themselves, but this is not sufficient reason to allow distortions like those noted above to flourish.

3. THE have a country bonus or regional modification which divides a university's citation impact score by the square root of the score of the country in which the university is located. This was supposed to compensate for the lacking of funding and networks that afflicts some countries, which apparently does not affect their reputation scores or publications output. The effect of this bonus is to give some universities a boost derived not from their excellence but from the mediocrity or worse of their compatriots. THE reduced the coverage of this bonus to fifty percent of the indicator in 2015.  It might well be time to get rid of it altogether

4. Although QS stopped counting self-citations in 2011 THE continue to do so. They have said that overall they make little difference. Perhaps, but as the rankings expand to include more and more universities it will become more likely that a self-citer or mutual-citer will propel undistinguished  schools up the charts. There could be more cases like Alexandria University or Veltech University.

5. THE needs to think about what they are using citations to measure. Are they trying to assess research quality in which they case they should use citations per papers? Are they trying to estimate overall research impact in which case the appropriate metric would be total citations.

6. Normalisation by field and document type might be helpful for making fine distinctions among elite research universities but lower down it creates or contributes to serious problems when a single document or an unusually productive author can cause massive distortions. Three hundred plus fields may be too many and THE should think about reducing the number of fields. 

7. There has been a proliferation in recent years In the number of secondary affiliations. No doubt most of these are making a genuine contribution to the life of both or all of the universities with which they are affiliated. There is, however, a possibility of serious abuse if the practice continues. It would be greatly to THE's credit if they could find some way of omitting or reducing the weighting of secondary affiliations. 

8. THE are talking about different models of excellence. Perhaps they could look at the Asiaweek rankings which had a separate table for technological universities or Maclean's with its separate rankings for doctoral/medical universities and primarily undergraduate schools. Different weightings could be given to citations for each of these categories.

Will THE do something about the citations indicator?


International university rankings can be a bit boring sometimes. It is difficult to get excited about the Shanghai rankings, especially at the upper end: Chicago down two places, Peking up one. There was a bit of excitement in 2014 when there was a switch to a new list of highly cited researchers and some universities went up and down a few places, or even a few dozen, but that seems over with now.

The Times Higher Education (THE) world rankings are always fun to read, especially the citations indicator, which since 2010 has proclaimed a succession of unlikely places as having an outsize influence on the world of research: Alexandria University, Hong Kong Baptist University, Bilkent University, Royal Holloway University of London, National Research University MEPhi Moscow, Tokyo Metropolitan University, Federico Santa Maria Technical University Chile, St George's University of London, Anglia Ruskin University Cambridge, Babol Noshirvani University University of Technology Iran.

I wonder if the good and the great of the academic world ever feel uncomfortable about going to those prestigious THE summits while places like the above are deemed to be the equal for research impact or the superior of Chicago or Melbourne or Tsinghua. Do they even look at the indicator scores?

These remarkable results are not because of deliberate cheating but of THE's methodology. First, research documents are divided into 300 plus fields, five types of documents, and five years of publication, and then the world average number of citations (mean) is calculated for each type of publication in each field and in each year. Altogether there are 8000 "cells" with which the average of each university in the THE rankings is compared .

This means that if a university manages to get a few publications in a field where citations are typically low it could easily get a very high citations score. 

Added to this is a "regional modification" where the final citation impact score is divided by the square root of the score of the country in which the country is located. This results in most universities receiving an increased score which is very small for those in productive countries and very high for those in countries that generate few citations. The modification is now applied to half of the citations indicator score.

Then we have the problems of those famous kilo-author mega-cited papers. These are papers with dozens, scores, or hundreds of participating institutions and similar numbers of authors and citations. Until 2015 THE treated every author as as though they were the sole author of a paper, including those with thousands of authors. Then in 2015 they stopped counting papers with over a thousand authors and in 2016 they introduced a modified fractional counting of citations for papers with over thousand authors. Citations were distributed proportionally among the authors with a minimum allotment of five per cent.

There are problems with all of these procedures. Treating every  authors as as the sole author meant that a few places can get massive citation counts from taking part in one or two projects such as the CERN project or the global burden of disease study . On the other hand excluding mega papers is also not helpful since it omits some of the most significant current research.

The simplest solution would be fractional counting all around, just dividing the number of citations of all papers by the numbers of contributors or contributing institutions. This is the default option of Leiden Ranking and there seems no compelling reason why THE could not so.

There are some other issues that should be dealt with. One is the question of self-citation. This is probably not a widespread issue but it has caused problems on a couple of occasions.

Something else that THE might want to think about is the effect of the rise of in the number of authors with multiple affiliations. So far only one university has recruited large numbers of adjunct staff whose main function seems to be  listing the university as a secondary affiliation at the top of published papers but there could be more in the future. 

Of course, none of this would matter very much if the citations indicator were given a reasonable weighting of, say, five or ten percent but it has more weight than any other indicator -- the next is the research reputation survey with 18 %. A single mega-paper or even a few strategically placed citations in a low cited field can have a huge impact on a university's overallscore.

There are signs that THE is getting embarrassed at the bizarre effects of this indicator. Last year Phil Baty, THE's ranking editor,  spoke about its quirky results. 

Recently, Duncan Ross, data director at THE, has written about the possibility of of a methodological change. He notes that currently the  benchmark world score for the 8000 plus cells  is determined by the mean. He speculates about using the median instead. The problem with this is that a majority of papers are never cited so the median for many of the cells is going to be zero. So he proposes, based on an analysis from the recent THE Latin American rankings, that the 75th percentile be used. 

Ross suggests that this would make the THE rankings more stable, especially the Latin American rankings where the threshold number of articles is quite low. 

It would also allow the inclusion of more universities that currently fall below the threshold. This, I suspect, is something that is likely to appeal to the THE management.

It is very good that THE appears willing to think about reforming the citations indicator. But a bit of tweaking will not be enough.

Ranking Insights from Russia

The ranking industry is expanding and new rankings appear all the time. Most global rankings measure research publications and citations. Others try to add to the mix indicators that might have something to do with teaching and learning. There is now a  ranking that tries to capture various third missions.

The Round University Rankings published in Russia are in the tradition  of  holistic rankings. They give a 40 % weighting to research, 40 % to teaching, 10% to international diversity and 10% to financial sustainability. Each group contains five equally weighted indicators. The data is derived from Clarivate Analytics who also contribute to the US News Best Global Universities Rankings.

These rankings are similar to the THE rankings in that they attempt to assess quality rather than quantity but they have 20 indicators instead of 13 and assign sensible weightings. Unfortunately, they receive only a fraction of the attention given to the THE rankings.

They are, however, very  valuable since they dig deeper into the data than  other global rankings. They also show that there is a downside to measures of quality and that data submitted directly by institutions should be  treated with caution and perhaps scepticism.

There are some surprising results here. The most obvious is Voronezh State Technical University which is first for reputation outside its region (Asia, Europe and so on), even though its overall scores for reputation and for international diversity are very low. The other top universities for this metric are just what you would expect, Harvard, MIT, Stanford, Oxford and so on. I wonder whether there is some sort of bug in the survey procedure, perhaps something like the university's supporters being assigned to Asia and therefore out of region. The university is also in second place in the world for papers per research income despite very low scores for the other research indicators.

There are other oddities such as Novosibersk State University of Economics and Management placed first for papers per research income and Universidade Federal Do Ceara for institutional income per academic staff. These may result from anomalies in the procedures for reporting and analysing data, possibly including problems in collecting data on income and staff.

It also seems that medical schools and specialist or predominantly postgraduate institutions such as Rockefeller University, the Kurdistan University of Medical Science, Jawarhalal Nehru University and VIB have a big advantage with these indicators since they tend to have favourable faculty student ratios, sometimes boosted by large numbers of clinical and research only staff, and a large proportion of doctoral students.

Jawaharlal Nehru University is a mainly postgraduate university so a high placing for academic staff per bachelor degrees awarded is not unexpected although I am surprised that it is ahead of Yale and Princeton. I must admit that the third place here for the University of Baghdad needs some explanation.

The indicator doctoral degrees per admitted PhD might identify universities that do a good job of selection and training and get large numbers of doctoral candidates through the system. Or perhaps it identifies universities where doctoral programmes are so lacking in rigour that nearly everybody can get their degree once admitted. The top ten of this indicator includes De Montfort University, Shakarim University, Kingston University, and the University of Westminster, none of which are famous for research excellence across the range of disciplines.

Measures of international diversity have become a staple of global rankings since they are fairly easy to collect. The problem is that international orientation may have something do with quality but it may also simply be a necessary attribute of being in a small country next to larger countries with the same or similar language and culture. The top ten for the international student indicators includes the Central European University and the American university of Sharjah. For international faculty it includes the University of Macau and Qatar University.

To conclude, these indicators suggest that self submitted institutional data should be used sparingly and that data from third party sources may be preferable. Also, while ranking by quality instead of quantity is sometimes advisable it also means that anomalies and outliers are more likely to appear.
